New CITI Training Program
The university now offers a variety of research compliance trainings through the Collaborative Institutional Training Initiative program (CITI). Training topics include protection of human subjects, animal care and use, biosafety and biosecurity, and responsible conduct of research.
Researchers will be required to complete specific CITI courses prior to receiving approval from the Institutional Research Board or Institutional Animal Care and Use Committee or when participating in projects funded by NIFA, NIH or NSF. Investigators who previously completed compliance trainings through other websites or programs may need to renew training through CITI. Updated NSF Proposal and Award Policies and Procedures Guide
The National Science Foundation has released an updated Proposal and Award Policies and Procedures Guide, which went into effect Jan. 25, 2016. Faculty who submit proposals to NSF should especially review the section on Clarifications and Significant Changes to the Grant Proposal Guide, as they relate to proposal development and submission.
Registration for Unmanned Aircraft Systems
All registration of unmanned aircraft systems (UAS, also known as a “drones”) is now centralized within the Office of Research Assurances. Please contact ORA at firstname.lastname@example.org if (a) you possess or plan to purchase a UAS for any use related to your institutional responsibilities or (b) you intend to use a personal UAS on university property. Every non-recreational UAS must be registered by ORA with the FAA. The university UAS committee and ORA will also assist you in ensuring your operations comply with FAA regulations and university policy (A.P.M. 45.35 and 95.35). Changes to Animal Welfare Oversight for NSF-Funded Research
Animal activities supported by NSF funds are now subject to the Public Health Service Policy on Humane Care and Use of Laboratory Animals and the Guide for the Care and Use of Laboratory Animals, in addition to the standards of the NSF agreement.
Effective Oct. 1, 2015, NIH Office of Laboratory Animal Welfare and NSF entered into a Memorandum of Understanding to provide consistent and effective oversight of the welfare of animals used in activities funded by the NSF. The agreement provides a framework to enhance communication and harmonize the agencies' efforts while reducing regulatory burden to supported institutions.
The University of Idaho has an Animal Welfare Assurance for PHS- and NSF-supported activities with live vertebrate animals. The university promptly reports situations of noncompliance involving PHS- and NSF-supported animal activities to OLAW. New IACUC Policy: Use of Non-Pharmaceutical Grade Drugs in Research Animals
The Institutional Animal Care and Use Committee (IACUC) approved a new policy on the use of non-pharmaceutical grade drugs in research animals that meets the requirements of USDA, PHS and NSF. In summary, researchers may only use pharmaceutical-grade drugs in research animals, unless otherwise approved by the IACUC.
Pharmaceutical-grade drugs have established quality standards and must be used by their expiration dates. Most are competitively priced, especially if purchased in bulk quantities. MS-222 is the most widely-used animal drug at the university. In order for a small-quantity user to benefit from bulk pricing of MS-222, Veterinary Services will dispense small quantities at bulk pricing upon request.
Researchers may order MS-222 or other animal drugs by completing an order form and submitting it to Veterinary Services at firstname.lastname@example.org.
