What is FAPIIS and Why Should I Care?
FAPIIS stands for Federal Awardee Performance and Integrity Information System. FAPIIS is a system currently used to capture past performance and integrity information for federal contracts that will soon be used for grants and cooperative agreements. Agencies use FAPIIS to report problems with awardees with respect to contract performance and/or issues with integrity, such as delinquent or missing deliverables, financial transgressions, etc.
FAPIIS reporting requirements apply to all federal awarding agencies, and an agency is required to check the status of a potential awardee before making an award. If there is negative information in FAPIIS about an awardee, the federal agency can decline to fund a new award, withhold incremental funding on a current award or could impose additional monitoring requirements.
In recent months the UI Office of Sponsored Programs has been contacted by different federal agencies about delinquent, incomplete or missing reports. Since not all federal agencies currently use FAPIIS for grants and cooperative agreements, these agencies have so far opted to impose sanctions on individual faculty members. In the future, as each agency transitions to FAPIIS for grant reporting, adverse information will be entered into FAPIIS and will reflect poorly on the university as a whole.
OSP recommends that Principal Investigators review their awards for deliverable and reporting requirements and adhere to agency formats and deadlines. New Research Assurances Coordinator
The Office of Research Assurances has hired a new coordinator for the Conflicts of Interest, Export Controls and Responsible Conduct of Research programs. Join us in welcoming Dan LaHann to the team. Along with Jennifer Walker (Human Subjects Research coordinator), Kathryn Barker (Biosafety and Animal Care and Use coordinator), Peter Autenried (Campus Veterinarian) and Arch Harner (Director, Export Control Analyst and acting UAS coordinator), Dan is available to answer your questions about Research Assurances. The Office of Research Assurances helps international travelers ensure their carry-on items, checked baggage and activities abroad are authorized under federal law. Different rules apply when traveling abroad for one’s employer. So the University of Idaho requires that all faculty, staff, and authorized third parties travelling abroad pre-register with the International Programs Office through its international travel registration system. This system includes six yes/no export questions that sometimes result in a follow-up consultation. Any follow-up consultation typically entails one or two minutes filling in three blocks on a one-page form. Please direct any questions to email@example.com.
Semiannual IACUC Inspections
Members of the Institutional Animal Care and Use Committee will be visiting animal facilities on the main campus throughout March and off-site animal facilities in April to perform semiannual inspections. The IACUC Coordinator will contact each facility manager to schedule an inspection date and time.
