Managing the growth and development of the university's built environment: Architectural and Engineering Services

Architectural and Engineering Services (AES) supports University of Idaho by managing all aspects of capital projects and improvements to the built environment — from planning and programming to architectural and engineering design, through procurement, construction and completion. Services include project programming, design, construction document production, cost estimating, bidding and construction observation for capital construction, maintenance and repair, alterations and improvements, and renovation projects.

In addition, AES stewards the Long-Range Campus Development Plan (LRCDP), provides capital strategy and capital planning efforts, coordinates the university’s annual request to the State of Idaho Permanent Building Fund, provides space planning, manages the university's Space Database and maintains the construction document archive.

Forms and standards

University of Idaho utilizes forms and standards to ensure all campus planning, design and construction projects are consistent, efficient and high quality. These guidelines help preserve historic buildings, support long-term infrastructure goals, improve energy efficiency and ensure safety and universal accessibility. Standardized documents also streamline communication and compliance across teams, contractors and partners working on university facilities.

Industrial control systems management of change

University of Idaho has a documented process for managing changes to its industrial control systems. This policy ensures that any proposed changes are reviewed ahead of time by the appropriate departments and stakeholders — helping maintain safety, minimize disruptions and support coordinated operations across campus.

  • Review the U of I Management of Change Program Policy (PDF).
  • Submit an Industrial Control System Management of Change Form to request review of a proposed change.
  • Download the Notice of Change Form (DOCX) to document change has been made.

Archive of construction documents

Architectural and Engineering Services (AES) manages the storage, organization and reproduction of campus construction documents — including blueprints, specifications, utility infrastructure data and electronic architectural files. The AES archive contains more than 3,000 sets of construction drawings, dating back to the historic original Administration Building.

To request access or specific documents, please contact the CADD Center Manager.

Real estate

The Real Estate Office manages all U of I property transactions — including acquisitions, sales, leases, easements and licenses — to ensure they align with university goals and policies. The office works with departments across campus to meet real estate needs in support of the university’s mission. (Note: This office does not manage daily building or land operations.)

Current construction projects

Hartung Theater new elevator and accessibility improvements

Please contact us for additional details about planned improvements

This project installs a new elevator as well as universal accessibility improvements for the Hartung Theater in accordance with Americans with Disabilities Act (ADA) requirements. The Hartung Theater Building was originally constructed in the 1970’s and serves as the home for the university’s Department of Theatre. The back of house is comprised of three levels and includes a classroom on the upper level. There is no universal access to the back of house on the main level and access to the lower and upper levels are limited to stairways.  A new, accessible concrete pathway will be constructed to the Stadium Way right of way to allow for an accessible approach to this revised entry and new elevator.

Meat Science Innovation Center and Vandal Brand Meats

Figure mockup of the Meat Science Innovation Center construction

This facility honoring Ron Richard, estimated at $14.1 million, will support the College of Agricultural and Life Sciences (CALS) and of the meat science and livestock management industries in the State of Idaho. It will support teaching, research and outreach across all aspects of the meat science industry, from harvest to packaging. The facility will provide students with experiential learning opportunities, and it will support research opportunities spanning multiple disciplines, including materials and system science, genetics, microbiology, biochemistry and livestock management. It will also be the new home to Vandal Brand Meats.

CAFÉ Research Dairy, Rupert

Photo of the Idaho Center for Agriculture, Food and the Environment

This Center for Agriculture Food and the Environment (CAFÉ) will be the largest and most advanced Research Dairy with a milking herd of 800-2,000 cows. Research priorities will focus on resource management issues such as: efficient water use; water, soil and air quality; nutrient management; and manure management, including recycling and reuse, bio-refining, anaerobic digestion and energy production.

Joint Military Science and Veterans Assistance Center

Aerial view map with rendered development plans including buildings and a field

This project seeks to better serve the needs of the existing Joint Reserve Officer Training Corps (ROTC) detachments of the various branches of the U.S. Armed Forces which are hosted at University of Idaho and provide an improved Joint Military Science Education and Training and Veterans Assistance center. The facility will provide opportunities for academic, educational and training synergy, and will raise the profile of the university’s ROTC programs. The Veteran’s Assistance Center will provide better customer assistance, support and access to programs, wellness services, and other services.  In addition, this project will make improvements in the Nez Perce neighborhood, increasing functionality, increasing the vitality of the neighborhood and providing greater connections to the academic heart of the campus.

Campus development planning

The Long-Range Campus Development Plan (LRCDP) connects the unique physical character of University of Idaho’s Moscow campus with the university’s strategic goals — to be the West’s premier residential campus, grow globally competitive research programs and expand statewide outreach. The plan guides thoughtful principles and guidance, fostering sustainable growth while preserving the open spaces, features, essential character and natural beauty that define U of I.

Shaped by input from students, faculty, staff and alumni, the LRCDP is both a vision and a promise — to safeguard the university’s character while ensuring smart, cost-effective planning for the future.

Campus planning history

Discover how University of Idaho’s campus has evolved over time through a series of historical maps and planning documents created by notable architects and planners.

1908 Campus Sketch – John Charles Olmsted

Renowned landscape architects, the Olmsted Brothers of Massachusetts, designed the university’s first master plan in 1908. Their vision established a cohesive layout to complement the newly built Administration Building and helped shape the early identity of the campus.

Circa 1925 Future Development Map – Rudolph Weaver

Rudolph Weaver, chair of the Architecture Department and campus architect, created this plan while based in Moscow, Idaho. He is also credited as the architect of the Life Sciences South building.

1947 Long Range Plan – Victor Jones, Boise

This plan envisioned major campus developments, including sites now home to the Agricultural Science addition and the Executive Residence. While some proposed elements came to life, others differ significantly from the current campus layout.

1955 Long Range Plan – Victor Jones, Seattle

Many features of today’s campus trace back to this plan. Notable elements include the Swim Center, Physical Education Building (PEB), Family Housing on Sweet Avenue and the locations of the Colleges of Natural Resources and Education.

1971 Planning Study

This study led to the construction of key campus landmarks such as the Hartung Theater and the College of Law. However, aspects like the proposed ring road and water feature were never implemented or significantly altered.

1997 Illustrative Plan – Gordon Walker

University of Idaho alumnus and prominent Seattle architect Gordon Walker served as a consultant on the development of the university’s long-range campus plan in the 1990s. Walker also co-designed the J.A. Albertson College of Business building in partnership with YGH Architects and Design West Architects.
