The GI Bill® offers tuition benefits for veterans, active-duty Guard and reserve members and dependents of veterans. Apply for the benefits that best match your service.

You must register for classes before filling out this form.
Have the following information ready:
- Digital proof of living in Idaho if not an Idaho resident (lease, rental agreement, utility bill, etc.).
- Number of credits that you are registered for this semester.
- Your current type of degree (example: B.A., B.S., J.D.).
- New students: A screenshot of VA.gov or WAVE account status or picture of your most recent VA letter.
- Projected graduation date.
- List of wait-listed classes.
- Know whether you're covered by personal health insurance or the university-offered Student Health Insurance Program
Yellow ribbon
University of Idaho is a Yellow Ribbon Program school. This means:
- All Idaho resident tuition and fees are paid by the Post 9/11 GI Bill®.
- 100 percent of out-of-state tuition is covered through an agreement between University of Idaho and the Veterans Administration.
- Around 75 Yellow Ribbon placements are available to students each academic year.
- Placements are granted on a first-come, first-served basis, with currently enrolled students grandfathered into the program. When placements are filled, applicants are placed on a waitlist.
Eligibility guidelines
To be eligible for the program, students must:
- Be approved for VA Post 9/11 GI Bill® benefits at 100 percent
- Be admitted to U of I
- Be enrolled in classes full-time — 12 credits for undergraduates, 10 credits for law school students and nine credits for graduate students — for the upcoming semester.
- NOT be on active duty at any time during the semester for which you’re applying for the program. Students also are not eligible if they are on terminal leave, even if that leave is for a single day of the term.
Therefore, you may be eligible if:
- You served an aggregate period of active duty after Sept. 10, 2001, of at least 36 months.
- You were honorably discharged from active duty for a service-connected disability, and you served 30 continuous days after Sept. 10, 2001.
- You are a dependent eligible for Transfer of Entitlement under the Post-9/11 GI Bill® based on a veteran’s service under the eligibility criteria listed above.
The following are not eligible for the Yellow Ribbon Program:
- Active duty personnel
- Spouses of active duty personnel using transferred entitlement
- Fry Scholarship recipients who attended terms that began prior to Aug. 1, 2018

You can apply for initial application and acceptance into the program on the GI Bill® Certification form.
Only apply if you do NOT qualify as an Idaho resident for tuition purposes.
Isakson and Roe
Section 1005 of the Isakson and Roe Act requires that all public postsecondary institutions offer in-state tuition rates to all eligible veterans and their dependents, regardless of state residency status.
You can apply for Isakson and Roe Act waiver when you fill out the GI Bill® certification request.
Eligibility guidelines
- Chapter 30, 31 and 33 service members
- Service members must have the Certificate of Eligibility or DD 214 to serve as evidence.
- Reside in Idaho; proof of domicile is required (lease agreement, water bill, utility bill, etc.)
- Residence on campus: For residence halls, we will determine your Idaho domicile by reviewing your student account bill. For fraternities or sororities, students must provide a copy of their house bill.
- Students who qualify for the Isakson and Roe Act must continuously enroll for courses to maintain that qualification. Full time enrollment is not required to receive the Isakson and Roe Act Waiver
- Chapter 33 dependents
- A spouse or child using transferred benefits who resides in Idaho and can show proof of domicile (see above).
- The spouse or child must maintain continuous enrollment to maintain qualification for the Isakson and Roe Act.
- A spouse or child using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who resides in Idaho and can show proof of domicile (see above).
If you do not meet one of the Isakson and Roe Act eligibility requirements, Yellow Ribbon may be a better fit.
