Policies for campus venues and events
To help ensure a safe, smooth and enjoyable experience for all guests, University of Idaho has adopted several policies for events held at Moscow campus facilities. These policies apply to all events at the P1FCU-Kibbie Dome, ICCU Arena and any campus event with more than 500 attendees.
Review the guidelines below before attending an event.
Clear Bag Policy
To help ensure the safety of guests and streamline security screening, University of Idaho adopted a clear bag policy in 2020. This policy applies to all events held in the P1FCU-Kibbie Dome, ICCU Arena and any event on U of I's Moscow campus expecting more than 500 attendees.
Clear bag policies are now standard across major event venues and universities nationwide. U of I’s policy reflects these best practices, ensuring consistent security protocols and faster screening at entry points.
What you can bring
To help keep entry lines moving, only bring essential personal items such as your phone, wallet, keys and event tickets. Please leave any unnecessary items at home or in your vehicle.
Each guest is allowed to bring in:
- One clear tote bag no larger than 12”x 6”x 12”
- One small clutch bag (clear or non-clear) no larger than 4.5” x 6.5”
Bags that do not meet policy requirements will not be permitted inside and cannot be stored at venue gates. Unattended bags will be immediately removed and discarded.
The university is not responsible for lost, stolen or discarded items left outside event spaces.
Prohibited items
- Outside food or drinks
- Lighters and flammable fluids
- Illegal drugs
- Projectiles
- Glass containers
- Coolers or ice chests
- Weapons of any kind
- Cameras with lenses larger than 4”
- Flash photography or video
- Laser pointers
- Balloons
- Alternative transportation (bicycles, scooters, skateboards, etc.)
- Noisemakers (cow bells, horns, etc.)
- Animals of any kind, except service animals
- Strollers
- Umbrellas (unless they fold up and fit below your seat)
- Aerosol cans
- Selfie sticks
- Vape pens
- Water bottles of any type
Event staff are empowered to determine if additional items not on the list above pose a safety risk or distraction and may prohibit those items inside the venue.
Special consideration will be made for people with special physical/medical needs and individuals caring for infants.
Commonly asked questions
What type of bag can I bring to events?
Clear bags no larger than 12”x 6”x 12”.
Non-clear wristlets, clutches, wallets, bags no larger than 4.5” x 6.5”.
Can I bring a clear backpack?
No. Backpacks of any kind are not allowed, including clear, drawstring or cinch bags.
Which types of bag are not allowed inside the venue?
The following bag types are not allowed if you are attending an event at the P1FCU-Kibbie Dome, International Ballroom or gathering of 500+ people (all guests and items are subject to search):
- Backpacks of any kind, including clear, drawstring or cinch bags
- Briefcases or luggage of any kind
- Camera bags and camera lens bags/holders
- Coolers and insulated bags
- Fanny packs
- Laptop or tablet bags
- Oversized purses
How many approved bags may I bring into the venue?
Each individual person may bring one clear bag (12”x 6”x 12” or smaller, or a 1-gallon plastic bag) and a wristlet/clutch/wallet.
Does everything I bring have to be inside a permissible bag?
No. Individuals may put small items into pockets or clutch bags (e.g., keys, makeup, phone, wallet, credit cards). Blankets may be carried in. Binoculars and cameras may be brought in without their cases.
Can I bring seat cushions into the venue?
Yes, cushions may be carried in as long as they do not have pockets or zippers and are no larger than 18” x 18”.
What if I come to an event with a bag that is not permitted?
Prohibited bags cannot come inside the venue. Individuals may transfer items into an approved bag before entering the event.
Are diaper bags and medical bags allowed?
Diaper bags are not permitted inside the venue. Diapers and baby items may be carried into the venue in a permissible 12”x 6”x 12” clear tote bag. Medical bags are permitted in the venue but are subject to further search.
Metal Detector Policy
To help ensure a safe and secure environment for all guests, athletes and staff, University of Idaho uses walk-through metal detectors at entrances to the P1FCU-Kibbie Dome and ICCU Arena for university-sponsored events with more than 1,000 attendees. This includes all home football games.
What to expect at entry
When you arrive, security staff will guide you through the screening process:
- Place large metal items (like phones, keys and cameras) in your approved clear bag or a provided container before going through the detector.
- You may also be asked to remove smaller metal items like belts, watches, jewelry, wallets, jackets, shoes or coins.
To help move through security more quickly, we recommend placing as many items as possible in your clear bag rather than loose on the table. The approved clear bag will be inspected at each detector screening table.
Guests with physical disabilities or those who prefer not to use walk-through metal detectors may request screening with a handheld detector wand. All guests will be screened before entry.
Prohibited items
- All weapons as identified in University of Idaho Policy 95.12.
- Lighters and flammable liquids
- Cameras with lenses larger than four inches
- Laser pointers
- Aerosol cans
- Any other item listed in the Clear Bag Policy above
Anyone in possession of a prohibited item will be asked to return the item to their vehicle before being permitted to have their ticket scanned to enter.
Tobacco policy
University of Idaho is a tobacco-free campus. To promote a healthier, cleaner environment for all, the use of tobacco is prohibited on all university-owned and controlled property — including buildings, grounds, vehicles and outdoor spaces — owned or leased by the university or used for university functions.
Tobacco includes, but is not limited to:
- Cigarettes, cigars and pipes
- Smokeless tobacco (chew, snuff, etc.)
- Electronic nicotine delivery systems (e-cigarettes, vapes)
- Hookah
- Clove cigarettes and other alternative tobacco products
This policy applies to students, employees, contractors, volunteers and visitors.
