What is the P3 initiative?
In 2020, U of I entered a 50-year partnership with Sacyr Plenary Utility Partners Idaho (SPUPI) to operate, maintain and improve our utility systems. This includes heating, cooling, electricity and water infrastructure on the Moscow campus. The agreement includes an upfront payment of $225 million, which is being reinvested through a long-term strategic funding plan.

This initiative supports U of I’s growth as Idaho’s land-grant, Carnegie R1 research university. It helps us:
- Modernize infrastructure. We’re upgrading utility systems to improve efficiency, reliability and sustainable solutions.
- Fund innovation. Revenues from the P3 endowment support research, faculty recruitment, student opportunities and new academic initiatives.

Strategic reinvestment: the P3-R1 initiative
The P3-R1 initiative directs funds from the P3 endowment into four key areas that help University of Idaho maintain Carnegie R1 status:
- Student success. This initiative funds scholarships, mentoring programs and experiential learning opportunities.
- Research excellence. Through this reinvestment, U of I offers seed funding for competitive grant proposals and multidisciplinary projects.
- Faculty development. Funding from this public-private partnership supports the hiring, retention and recognition of outstanding faculty.
- Infrastructure and innovation. U of I uses these funds to invest in research equipment, lab upgrades and strategic initiatives.
