A. By regents' mandate all UI catalogs, bulletins, time schedules, and similar publications (including those of the separate colleges and other units) in which course offerings, instructional programs, student-fee schedules, room-and-board rates, etc., are listed must carry the following paragraphs in their entirety.

B. RIGHTS RESERVED TO THE UNIVERSITY.

B-1. "Catalogs, bulletins, and course or fee schedules shall not be considered as binding contracts between UI and students. UI reserves the right at any time, without advance notice, to: (a) withdraw or cancel classes, courses, and programs; (b) change fee schedules; (c) change the academic calendar; (d) change admission and registration requirements; (e) change the regulations and requirements governing instruction in and graduation from the university and its various divisions; and (f) change any other regulations affecting students. Changes shall go into effect whenever the proper authorities so determine and shall apply not only to prospective students but also to those who are matriculated in UI. When economic and other conditions permit, UI tries to provide advance notice of such changes. In particular, when an instructional program is to be withdrawn, UI will make every reasonable effort to ensure that students who are within two years of completing graduation requirements, and who are making normal progress toward completion of those requirements, will have the opportunity to complete the program that is to be withdrawn."

B-2. "UI also reserves the right, when a student has failed to discharge any obligation to UI, to deny that student the privilege of reregistering or to withhold the student's records or information based on the records. Students may verify the status of their accounts and be informed of any financial obligation to UI by inquiring at the cashier's window of Business Systems and Accounting Services in the Student Union Building."
