Library Journal Package Reduced

January 10, 2020

In October 2019, the University of Idaho Library announced that they were renegotiating a contract with journal publisher Elsevier, resulting in a new contract under which they would lose access to some of their Elsevier content. The previous level of access had become unaffordable due to both university-wide budget reductions and the rapidly rising cost of the package. Negotiations for the 2020 Elsevier contract continued until late December and the new contract takes effect this month.

While the new contract is a drastic reduction from the previous level of access to Elsevier journals, this is a one-year contract that will be reevaluated with other subscriptions at the end of the calendar year 2020.

While library staff does not anticipate being able to restore full access, they do expect that there will be opportunities to restore some access to selected titles in 2021. They also anticipate that this access reduction will lead to significant increases in the use of interlibrary loan services, and they are investing in that area to ensure continued excellent service and quick turnaround time for requests.

Cuts to Elsevier subscriptions are only one part of the library’s approach to restructuring their collections budget. Many of the electronic resources’ subscriptions require multi-year contracts, limiting short-term ability to strategically realign expenditures. Staff will be monitoring usage statistics, interlibrary loan requests and feedback from the U of I community to help inform their decision making on investments in library resources.
