95.34 - Missing Students

Preamble: This policy was created in 2011 to comply with the Jeanne Clery Act which requires the university to disclose the policy on reporting a missing student, how students can designate an emergency contact person and how the emergency contact information will be used.

A.   Definition

A-1:  Missing Student:  a student residing in on-campus university housing who is reported missing for 24 hours.

B.   Policy

B-1.  Any member of the University community who has reason to believe that a student who resides in on-campus University housing is missing should notify Campus Security at their 24/7 number at (208) 874-7550.

B-2.   Any campus security authority "CSA" who receives a report that a student who resides in on-campus University housing is missing should immediately notify Campus Security by calling (208) 874-7550.

B-3.  In addition to registering a general emergency contact, each student residing in on-campus University housing has the option to register a confidential emergency contact person to be notified in the event that the student is determined to be missing for 24 hours.  Students wishing to register a confidential emergency contact may do so on VandalWeb.

B-4.  If a student has identified a confidential emergency contact person, the University will notify that individual no later than 24 hours after the student is determined to be a Missing Student.

B-5.  The University will also notify the parent or legal guardian of any Missing Student under the age of 18 that is not emancipated.

B-6.  The confidential emergency contact person information will only be shared with authorized University officials and law enforcement persons in furtherance of a Missing Student investigation.

B-7.  The University will notify the Moscow Police Department ("MPD")within 24 hours of the determination that a student is a Missing Student. 

C.   Procedure

C-1:  Upon receiving notification that a student who resides in on-campus University housing is missing, Campus Security will contact the Executive Director of Public Safety and Security or designee ("Director"), who will then contact the Director of Housing and the Dean of Students.

C-2:  Once the Director determines that the student has been missing for 24 hours, the Director will notify the Moscow Police Department and the confidential emergency contact person within 24 hours of determining that the student is a Missing Student. 

If the Missing Student did not designate a confidential emergency contact person through VandalWeb, the Director will still make a missing person report to MPD.

C-3:  If the Missing Student is under the age of 18 and is not emancipated, the Director will also contact the student’s parents or legal guardian within 24 hours of determining that the student is a Missing Student.
