Do I need special access to be able to log in to EIPRS?
No. If you have a University of Idaho username and password, you already have access to log into EIPRS.
What do I enter for the username and password?
Use the same username and password that you use to check your email and VandalWeb. Typically your username is the first part of your University email address. Note that, like VandalWeb, if you attempt to log in more than five times using an incorrect username and password combination you will be locked out. Contact the ITS Help Desk to reset your password.
Can I fill out the EIPRS forms if I am not the PI?
Yes. If you are listed as a PI, Co-PI or Editor on the proposal you can fill out the forms and attach proposal documents to EIPRS for the PI.
When can my Co-PIs and Editors view the proposal?
Co-PIs and Editors are able to view your proposal in EIPRS as soon as the person building the proposal hits SAVE. You do not have to submit the proposal in order for your Co-PIs or Editors to be able to view and edit the proposal. OSP review does not begin until the proposal has been submitted to OSP.
What gets entered into the Percent Effort field? Is this a labor division or a percent of my University appointment?
The percent effort field should accurately reflect the percent of your entire University appointment that you expect to devote to this specific project. OSP has developed a
budget template that PIs can use to assist in calculating an accurate percent effort.
I have a Co-PI at another institution. How do I enter them onto EIPRS without a V-number?
Because EIPRS is an internal routing system, collaborators at other institutions do not need to be listed as Co-PIs on the Main Page tab. If you plan to issue a subcontract to another institution, there are fields in the Subcontract tab to enter that information.
I'm listed as an Editor, but I'm not able to upload Financial Disclosure forms or submit the proposal as a final version. Is there something wrong?
No. For security reasons, some functions are only available to PIs. PIs and Co-PIs must log in and upload their own financial disclosure forms (if required), and sign and submit the proposal for internal review and signature. The only individuals with access to view the uploaded financial disclosure documents are the individual uploading, OSP, and the Conflict of Interest Committee administrator responsible for reviewing the financial disclosure form.
Do uploaded documents have to be in .pdf format?
No. Any document type can be uploaded to EIPRS. If you have trouble with document compatibility please contact OSP right away.
I have personnel in my department who have to review budgets before they are submitted to OSP. How should we handle that with EIPRS?
If you have personnel in your college or department who review budgets and proposal content before they are submitted to OSP, you must add them as Editors so that they can view the proposal documents. OSP will not begin reviewing the proposal unless and until those personnel have left comments in EIPRS that they have reviewed and approved the content.
Does completing the proposal in EIPRS take the place of filling out my FastLane or Grants.gov forms?
No. However, the entire Grants.gov or FastLane file may be attached on the Attachments tab of EIPRS, therefore you will not need to re-attach the individual Grants.gov or FastLane forms. Additionally, if you build your Grants.gov or FastLane proposal in
Cayuse424, you may upload that proposal into EIPRS and many of the EIPRS field will be automatically filled out. Note that submitting to EIPRS does NOT submit the proposal to the funding agency; its purpose is only to track internal reviews and approvals.
What is the difference between EIPRS and Cayuse424?
Cayuse424 is a system-to-system product that the University has purchased to help PIs build and submit proposals to Grants.gov. Cayuse424 fills out most of your Federal forms for you with pre-loaded institutional information. Also, if you build a file in Cayuse424 and upload it into EIPRS, many of the EIPRS fields will populate with the data from your Cayuse file to avoid data entry redundancies.
I can't see the proposal now that I have filled out all the forms. What happened?
The most likely cause is that you did not add yourself as a PI, Co-PI or Editor. Even if you have used your login to create the proposal documents, you will not have access to the proposal if you are not listed in one of those three roles. If you listed yourself, but still cannot see the proposal please contact
OSP to troubleshoot the problem.
EIPRS needs to build a record of the entire proposal from inception to submission and make it accessible to all parties involved with the proposal. These parties include PIs, Co-PIs, editors, department chairs, deans, directors, etc. The comment record, combined with the electronic signature log, brings transparency to the proposal submission process.
My department chair is going to be on sabbatical. How will they be able to review and sign off on my proposal?
There are two options that can be used. First, department chairs, deans and institute directors have the option to set a proxy to sign off on proposals in the event of their absence. If an emergency arises and the proxy is not set, please contact
OSP to resolve the situation. The other option is for the individual on sabbatical to continue to review and approve proposals. As long as internet access is readily available, and there are not likely to be significant delays in signing, this is an appropriate option.
How will I know when OSP has signed off on the proposal?
When the proposal has been signed by all appropriate parties, and OSP, an email notification that the proposal has been fully signed will go out to the PI, and Co-PIs, and the DGA. This email contains a reminder that electronic portals requiring AOR (Authorized Organizational Representative) signatures must be submitted by OSP, with PI approval. Any other submission types (email, hardcopy, or other electronic systems) are to be submitted by the PI.
If my proposal is funded will I be able to look at my award documents within EIPRS?
We hope to have this second phase of EIPRS available relatively soon, but the current iteration is specifically designed to facilitate the proposal review and approvals process. Eventually EIPRS will become a "portal" for PIs, Co-PIs, departmental support personnel, and administrators to log in and view all records related to the project from the proposal phase through the award phase. Watch for updates from OSP when the next phase of post-award implementation becomes active.

Clicking on the HELP tab at the top of the EIPRS screen will take you to walk-through manuals for using EIPRS. Clicking on this tab will not log you out of EIPRS. The manuals can be printed, or saved as .pdf files for future reference. General questions on the system can directed to your
