The College of Law, Idaho Supreme Court and Kempthorne Institute planned and organized the event. U.S. Supreme Court Justice Antonin Scalia was the keynote at the dinner.
Over 200 people attended the conference during the day at the Boise Centre where various topics related to the adjudication process were discussed. In the afternoon, Justice Scalia spoke to law students at the Idaho Water Center. In the evening over 400 people attended the celebratory dinner, also held at the Boise Centre.
Guests included Governor Otter, former Governor Kempthorne, Senator Risch, Attorney General Wasden, Lieutenant Governor Little, University of Idaho President Staben and Dr. Mary Beth Staben, members of the Idaho Supreme Court, Tribal leaders, SRBA and Attorney General Staff, and many regional and national water rights policy makers.
