The university maintains a university-wide emergency management plan that covers emergency functions and incidents common throughout the university. The plan is called the Site-Specific Annex Template. The university has established this plan to address the immediate requirements for a major disaster or emergency in which normal operations are interrupted and special measures must be taken to:

  • Save and protect the lives of students, employees, and the public.
  • Manage immediate communications and information regarding emergency response operations and campus safety.
  • Provide essential services and operations.
  • Provide and analyze information to support decision-making and action plans.
  • Manage University resources effectively in the emergency response.

While the university plan gives broad guidelines for university response, units are responsible for developing a unit/site-specific annex to the University plan relevant to your area and operations. A template is provided for guidance in developing emergency management plans specific to your site or unit. In addition to developing a site-specific plan, units are asked to update and communicate the unit plan annually, and to provide emergency information and training to their staff and students. The site-specific annex contains instructions for units. When completed, the site-specific annex should be submitted annually to the Director of Emergency and Security Services at risk@uidaho.edu. Questions about the site-specific annex may also be directed to the Director of Emergency and Security Services at risk@uidaho.edu.

Units should remember that certain unforeseen events may occur that are not addressed in this plan. Therefore this plan should be considered a general guide for action. Reasonable and prudent command decisions or actions which are not contemplated by this plan should not be construed to be at variance with, or contradictory to, this plan. The amount of time available to determine the scope and magnitude of an incident may also impact the protective actions recommended.
