Jurist in Residence

The Justice Alfred Budge Visiting Jurist Program was created to provide a connection between the Idaho Judiciary and the University of Idaho College of Law by funding the travel and other expenses related to enabling a justice or judge to spend time in residence at the College of Law for scholarly, collaborative and teaching activities.

The goal is to educate law students on the workings of the Court, to enhance understanding of the judicial function in a democracy grounded in the rule of law, and to encourage research on improving the administration of justice.

About The Honorable Alfred Budge (1868-1951)

Justice Budge served with distinction on the Idaho Supreme Court from 1914 to 1948. Justice Budge received a Bachelor of laws degree from the University of Michigan in 1892, and two Honorary degrees – a Master of Arts from Michigan and a Doctor of Laws from the University of Idaho. He practiced law for two years, served as District Attorney and then County Attorney.  He became a judge for the Fifth Judicial District, serving with distinction for 12 years, and in 1914 became a Supreme Court justice, serving many terms as Chief Justice. Justice Budge additionally served as Visiting Professor of the Law of Sales at Northwestern University School of Law and as a special lecturer on Idaho Jurisprudence at the University of Idaho. The Jurist in Residence program was created to honor Justice Budge by his son Judge Hamer Budge and his wife Jeanne.

About Judge Hamer Budge (1910-2003)

Judge Budge was the 8th child of Justice Alfred Budge and his wife Ella. He graduated from Stanford University in 1933, and the University of Idaho College of Law in 1936. Judge Budge served in the Idaho State House of Representatives in 1949, the U.S. Congress from 1951 to 1961, and the Third Judicial District from 1961-1964. He was appointed to the Securities and Exchange Commission in 1964 by President Lyndon Johnson and reappointed to the SEC by President Nixon until he resigned in 1971. In 1971, Judge Budge became president and chairman of the board of Investors Group of Mutual Fund Companies in Minneapolis.
