CONSTITUTION OF THE INDIAN STUDENTS ASSOCIATION


RESIDENCE:
INDIAN STUDENT ASSOCIATION.
P.O. BOX 3494, MOSCOW, IDAHO 83843-1912.
NOTE: This shall be the official address of ISA for all matters.

ARTICLE I - PURPOSE
a) The ISA is an organization representing all Indian students and non-students, who are attached with UI, and also their families.
b) It shall endeavor to sponsor, promote and coordinate activities designed to encourage communication amongst the members, and also to promote intercultural understanding within the academic community, among the people of Moscow and between the various other international groups.
The following are the concern of ISA:
1. Celebration of different festivals of India.
2. ISA Newsletter
3. Sporting Events
4. Cultural Events
5. Newcomer's Welcome
6. Community Service
The ISA shall use all means provided to it in this Constitution to attain these goals and shall, in addition, function in any manner desired by a majority of the members, in accordance with this Constitution and the regulations of ASUI and the University of Idaho.

ARTICLE II - MEMBERSHIP AND RIGHTS
a) Every person who has paid the membership fee will be in the general council. In case of a family, only two persons per family will be in the general council. There will be a separate membership fees for a family and for a single person.
b) Each member of the general council will have the power to vote. A person or a family, who has not paid the membership fee, cannot be a member of ISA.
c) Anyone, be an Indian or a non-Indian, can be a member of ISA.

ARTICLE III - EXECUTIVE COUNCIL

SECTION I
a) The ISA executive council shall consist of the following members: President, vice-president, Secretary, Treasurer, Public Relation Officer and Faculty Advisor.
b) Each Executive office has the power to appoint an assistant of his or her choice who will work closely with the executive officer and will represent the executive officer in the council meetings in the case of his/her absence, after proper validation.

SECTION II
The responsibilities of the members of the executive council will be as follows:
PRESIDENT:
1. Serve as Chairman of the Executive council and of the general council of ISA.
2. Spokesman of and for the ISA.
3. Prepare the agenda for the meetings.
4. Supervisor of the procedures of election of ISA executive council.
VICE-PRESIDENT:
1. Organizer of all the activities of ISA.
2. Oversee the publication of ISA newsletter.
3. In case of absence of President, take charge of ISA.
4. Organizer of all cultural events throughout the year.
5. Organizer of the activities during International cultural events.
TREASURER:
1. To get sponsors for different activities of ISA.
2. Decide an amount for the membership fees.
3. Keeping the accounts and also giving a final report of the accounts at the end of the year.
4. Decide ticket price, if needed.
SECRETARY:
1. Compile and preserve an exact amount of ISA proceedings.
2. Type and distribute the agenda for each meeting of the ISA.
3. Type and distribute the ISA directory.
4. Responsible for correspondence.
PUBLIC RELATION OFFICER:
1. Responsible for publicity of all the events of ISA.
2. Promote social relations with other organizations of University of Idaho.
3. Interact with Campus Community Service, International Programs Office, International Friendship Association, GSA and ASUI (Activities) and lead Indians in such activities as tutoring, cultural interactions and academic assistance.
ADVISOR:
1. Supervise all activities of ISA.
2. Help executive officers with advice.

ARTICLE IV - TERMS OF OFFICE, ELECTIONS
a) The terms of office for the ISA executive officers shall be one year. The election shall be held in the second week of September every year.
b) In case of any executive office vacating office during the year, the executive council shall appoint a substitute.
c) In the absence of the President, vice-president shall take over for a maximum of two months, after which a new president shall be elected by the general council.
d) An executive officer shall vacate his office before his term is ended, if he or she does not attend two consecutive executive council meetings. The Executive council has the authority to excuse an irregular officer, if he or she has a valid reason for doing so.
e) Each member of the general council shall have the right to vote and also the right to contest for a position in the executive council.
f) In the case of the President, only a person with Indian origin can contest.
g) All Executive council members should maintain a GPA of 3.0 or more.

ARTICLE V - NEWSLETTER
a) The Executive council shall appoint an Editor for the Newsletter who will be responsible for publishing the newsletter at the end of each semester.

ARTICLE VI - MEETINGS AND PROCEDURES
a) General meetings shall not occur less than twice every quarter, at a time and place to be announced by the ISA President in the preceding meeting and by a written letter to each member via e-mail.
b) The first general council meeting of each semester shall occur within two weeks of the first day of classes, when the newcomers will be welcomed by ISA.
c) The executive council shall meet at least once every month. More than two consecutive absences shall lead to the termination of the person's term of office and substitute will be elected.

ARTICLE VII - AMENDMENTS
a) Amendments to this constitution may be proposed by one of the following procedures:
1. The request of the ISA executive council.
2. The written request of at least fifteen (15) members.
b) Amendments to this constitution must be presented to the General council two weeks before the proceedings of a general meeting.
c) The ratification of the amendments shall require a majority of two thirds (2/3) of the members present in that meeting. The executive council does not have a right to amend the constitution.
