Abstract: U.S. foreign policy has changed dramatically since the end of the Cold War. With that change comes an opportunity to revisit priorities and strategies. The discussion centers around a key question: Absent an overarching existential risk or an ideological foe, what intellectual frameworks can we employ to ensure security and seize new opportunities?
